Can't enable user from command line (w/ enhanced security)

We have one system running DU 4.0 that has the enhanced security
packages installed. Historically, I've managed user accounts on it with
dxaccounts. I no longer have the means to window into that system, so
now I'm stuck with a plain 'ole terminal session.

I created a new account using useradd and usermod. The entry for this
account in /etc/password is consistent with all the other (working)
accounts. I set the password with passwd. I tried to log in; no joy. I
did a usermod -x administrative_lock_applied=0; that didn't have any
effect.

Attempts to login yield

   Your password was changed by blah on blah

   Account is disabled -- see Account Administrator.

I checked the auth.log file; all it says is LOGIN FAILURE.

What more do I need to do to enable this account (from the command
line)?

And also, is there a way to tell from the command whether or not an
account is disabled?
