Oracle file permission error during boot

When I try and start oracle during boot on our Alpha 3000/600 running
DU4.0b this fails with the message

ORA-09925 unable to create audit trail file
DEC OSF/1(AXP) Error 13 permission denied

however if I wait until the system has booted and run the startup script
in the /sbin/rc3.d directory manually it works fine. I should explain that
I have copied the oracle subtree to a new disc using dump/restore.

Has anyone seen this before?
