SA: passwd/group file locking

We're running DU 4.0E on a DS20 using enhanced (C2) security

When I attempt to create a new user, I'm getting a permission denied message
saying that the files are in use by another user (and yes, I am creating the
users as 'root').

There isn't anyone else that I can see that is logged/su'd as root doing
user stuff. I checked ps to see if there are any dead sessions with the
passwd/group file opened and no go. I checked the permissions on the files
- same as usually is (and root being able to modify pretty much any file in
the system)

I was wondering if anyone else has experienced this?

I'm going to restart our system tonight and see if that fixes it.
