Changing root home dir

I've been asked for security reasons to change the default home directory
for root from / to /sysadm/root. When I change this in the passwd file using
vipw, I get:

vipw: you mangled the temp file, /etc/passwd unchanged

Is it possible to successfully do this on Tru64? The system is a GS140
running V4.0E patch kit 1.
