too many users

Hi,
I would like how to resolve this little problem tha I have and why I got this error?
 I have installed OSF unix 4.0.F in my server and when I am trying connect through TCP/IP to my server I got this error that say:
Too many users logged on already.
Try again later.

What can I do?
