authcap entries for syspriv

The system referred to is running Tru64 4.0D with Enhanced Security.
Upon inspecting the auth entries for root, I noticed the following authcap
entries:

Does anyone know where I can get information on what these entries do,
specifically, if I gave them to a different user?
