changing max-proc-per-user

Hi -

Another newbie question -- where do I change the max-proc-per-user parameter
(i.e. -- what is the name and location of the file that contains this
parameter)? Is this parameter alterable via a console command or does it
require rebooting the server after changing the parameter?
