Sorry for the delay in summarising.
The answer is that it is not possible to put a raw data partition on the a
or c partition if they include the first sixteen blocks of the disk - this
is of course where the disklabel lives. A file system is aware of this
restriction and ignores the first sixteen blocks, a raw partition just sees
the partition as write protected.
Two main suggestions were made:
1. Make A partition very small and don't use it.
2. Make the A partition start at block 16 and write the label to partition
C.
