Which product name for basic PAK ?

Dear admins,

this is my problem:

We participate in the SDK programme, and we got our current set
including Tru64 4.0F. I installed the basic system and few extras
on our DEC 3000 M500 (custom install). The system is running,
I can mount the old user file systems (created using 2.0 or 3.2C),
I can login on the console as 'root' and get CDE including the tools.

However, the console log window contains a message (re-typed)
  Can't find an OSF-BASE, UNIX-WORKSTATION, or UNIX-SERVER license PAK

Any login as user ('/etc/passwd' entry copied from 3.2C-file,
password re-set) fails with the message
  Too many users logged on already
(even when nobody else is logged on).
I assume these two issues are related.

Before the SW, we had got our license PAKs (as paper copies).
I went through this pile several times and did not find any
PAK whose "product name" seemed to suit. All I found were the
two for "OSF-USR" and "OSF-SVR". Of course I entered these
(following "License Management", chapter 2, including the
deletion of the implicit licemse; and 'lmf list' shows the two
as "unlimited"), but the problem persists.

Any hint which name I should look for ?
Any other step I missed ?
Could the pile of paper PAKs be incomplete ?
