Idle processes

Hello to all managers,
I have an Alpha 4100 with DEC UNIX 4.0D. I am running an Informix
(online engine) database. My users are connecting using tcl/tk software
called 4js.

My question is this: is it possible to kill "idle" sessions of users
that are
not performing I/O or processing tasks, and if so how do I make the
distinction?
I do not want to kill cron or at jobs or large reports that may be
running in the backround.
Any information greatly appreciated.
