how to change baud rate on /dev/tty01 on AlphaServer 1000 5/500

I'm struggling on how to change the baud rate on the 2 COM ports on the back
of the AlphaServer (Digital UNIX V4.0B). The ports will be used for a serial
connection to an intelligent terminal device (PLC). I want the change from
9600 to 19200.

I've tried changed inittab, using stty, nothing works. Even >>> SET
COM[12]_BAUD 19200 seems to change the console environment variable, but
UNIX still sees it as 9600.
