[SYMMARY]: c code or function that can list who or which process has a s pecific file open

Many thanks to Russel Auld, Carl Gaines and Thomas Leitner for their
prompt and helpfull response.

The answer is either to use the freeware lsof or the fuser(8) in /usr/sbin.
I used the second one which is exactly what I wanted.
