way around dxaccounts??

We have just started running NIS with enhanced security. I have a couple of
questions :

1. Is there any way around using dxaccounts to create user accounts?? ie a
command line route. I'm assuming that there isn't an already written script
so I am prepared to write a script but I'm not sure what files to maipulate
etc.
2. What do I need to do to enable a user account to be able to create
accounts without being logged on as root.
3. In the security documentation it advises to change a NIS user password
when running enhanced security you need to use the passwd command. This
works fine on any of the NIS slaves but when I try to run the passwd command
on the NIS master you get the following error :

Password not changed: cannot access protected password entry.

For any of the above questions it could be just me being stupid, and any
help will be most gratefully received.
