Terminal Disabled

Hi Managers,

I've to manage a remote sever. The local admin said that he could not
log in locally (console) and error message was "Terminal Disabled".

We are running DU 4.0d and C2 security.
How can I unlock terminal? (I can only use telnet)
Any help would be appreciated.
