The answer was that the set-user-id and set-group-id bits needed to be set
on the oracle executable after doing the copy to the new raid set.

ls -l $ORACLE_HOME/bin/oracle
-rwsr-s--x 1 oracle dba 17965056 Aug 19 1998

Original posting:
We just got finished with adding some memory and a new raid set, and now
oracle is the only user who can access Oracle. Any other user
gets the following message

ERROR: ORA-01034: Oracle not available
ORA-07320: smsget: shmat error when trying to attach sga.
DEC OSF/1 (AXP) Error: 13: Permission denied
