  The following people answered to my question and many thanks:

   Dr.Thomas P.Blinn, Lars Bro and Bennet Fauber.

   The problem was I read a tape with large UID and GID. SO the quota
entries have large offsets which you cannot
   correct it unless you destroy the file system and rebuild it.
