Closing mail relay with sendmail.cf

Hi!

Does anyone have a chunk of code that I
can blindly stick in sendmail.cf to close
the relay?

I wrote one and it works, sort of,
but i can't figure out how to reject mail
of the form:

user%site_at_myhost

and I'm not smart enough/don't have the
attention span to figure it out.

Would upgrading to Sendmail 8.9.3
fix this, do you know? Is there a reason
even with the newest patch kits we
still have 8.8.8?
