forcing "normal passwords"

Hi Tru64 managers!

We are suffering severely from "password proliferation" and many of our
users would like the capability to set their Tru64 account passwords
(including root) on their workstations to "normal words". (please...no
flames or security tutorials, I know it is a security risk but these
workstations are largely user managed, behind a firewall on a secure
network, and frankly the level of user complaints is getting intolerable).

Is there any way to force Tru64 (version 4.0F and 5.0) to accept whatever
you ask it to set for passwords without demanding that you include numbers,
mixed case and other characters to enhance security?
