Login troubles under DU5.0

Hi. I've recently installed DU5.0 onto an Alphastation, and this all went
well, except I'm having problems with login access via ssh, telnet, and
the console, both with local and NIS users.

On the console, only root can login. NIS users are denied.

ssh to the host:
(as root): Not authorised for terminal access - see System Administrator
(normal/NIS user): permission denied

telnet to the host:
(normal user): login incorrect - wait for login retry

I have installed the license PAK's so this shouldn't be the reason. I've
installed the latest patch kit for DU5.0, then tested out the above, so
I'm not sure if the patch kit is the cause or not. I have /etc/svc.conf
setup to read local files first then nis maps for passwd and group. I can
bring up user info from finger, so I know it's reading the local passwd
file then the NIS map (I've got +: at the bottom of /etc/passwd,group). As
root I can't su to the user - comes back with "unknown id <username>".

Any ideas?
