(unknown charset) rpc.lockd rpc.statd

Greetings all,

I have an Alpha server / 2100 with 4.0D running on it
I have problem with rpc.lockd & rpc.statd, I know the problem
is there because there is problem in locking the files
and when I kill these process and start them again
everything works.

I can't find the cause for this problem, if any one encountered this
Problem or have an idea what is the cause of this problem, please mail back
