There were so many responses to my message that I wonder if it is really necessary to post a summary.  It seems everyone knew how to do this but me.  My original question appears below.
The answer is to create two files, /etc/issue and /etc/issue.net.  For the banner to appear in X-Windows you must create it in /etc/issue.net.  I'm not sure whether this will make the banner appear in telnet logins or not.  Therefore I would recommend copying that same file to /etc/issue.

This question may be in the archive, but when I went to the search page, it was not available. Therefore I'm asking you. 
I have to put a warning banner on my Alpha boxes running 4.0f. This banner is required to appear before a person logs in. I thought of using the motd, but this appears after login, and then only if it is a single user or remote log in, not an X-windows login. Can anyone tell me how to put this banner in, in both remote logins and for X-Windows logins. 
I will post as a summary as soon as I am able to get it working.
