getting DE500 ethernet card to run at 100 Mbits

Dear Managers,

We have a problem getting one of our DE500 ethernet cards to run at 100
Mbits. I have looked at the various pieces of advice in the archive, but
none quite hits the spot.

At the console prompt we have: ewe0_mode = Fast

However, in the startup messages we have

vmunix: tu4: DECchip 21140: Revision: 1.2
vmunix: tu4 at pci0 slot 7
vmunix: tu4: DEC TULIP (10/100) Ethernet Interface,
             hardware address: 00-00-F8-30-93-5D
vmunix: tu4: console mode: selecting 10BaseT(UTP) port: half duplex

So the kernel overrides the speed. There are no speed options in
/etc/rc.config, but in /etc/inet.local we have
  lan_config -i tu4 -a 0 -m utp -s 100 -x 0

What seems to happen when the lan_config command gets executed is that the
link light goes out and the 100Mb/s light comes on, but the activity light
only blinks very faintly and the network does not work. Unplugging the
network cable and plugging it back in again gets it working.

So if there is an unscheduled reboot we fear that the network will not
come up without manual intervention.

The machine concerned is an Alpha 2100 4/233 running Tru64 4.0E, and the
network hub is a 3com DS500. We also have a 4100 and that runs at 100
Mbits without any problem (the network card is slightly newer) and there
we get slightly different startup messages:

Does anyone know how to interpret these messages? Unfortunately the
machine is our main server, so we are not in a position to do much in the
way of experiments.
