inetd/discard bug in V4.0F

We are having problems with inetd creating child processes for discard port
(9/tcp). I have searched the archives for a solution and found the "so-called"
workaround until a solution is found. I have tested a data blast at a V4.0E
machine and inetd/discard kills the process once I break the connection.

When testing on V4.0F, the problem is back. We are having very serious
problems between VMS & Tru64/UNIX with regards to NFS already and these
child processes are making it worse.

Has a patch been created for this problem? How does one find a list of what
has been patched by a patch-kit, with respect to a list of bugs fixed?
