Lost Console

We had someone logged into the console as root, and they started closing
windows (Clicking on the 'x'). At which point, the monitor went blank, and
the monitor power indicator light is blinking (like it's scanning for a
video
Freq to lock onto). I've tried turning off/on the monitor. It is still
plugged
into the video card.

1. Is this coincedence, or did our MACH64 card blow out again (this was
    recently replaced in August of last year).

2. Is there anyway to restart the Console from another login (not the serial
   port as a console), without having to reboot (I will if last resort).

3. How do you verifiy that the Console is not running? I did a "w" and
   no one is logged in from :0.0

I'm running 3.2c (I know it's not Y2K compliant, but so far, it hasn't even
blinked an eye this century :) )
