Increase max-threads-per-user > 4096?

We have a gs140 running DU4.0E that continuously claims insufficient
threads, even tho max-threads-per-user = 4096. Compaq's webserver
tuning document says on a very busy internet server, increase *to*
4096. We have 8GB of memory, much of which is free at all times.

My questions are:
        - How high do I dare increase this? 8192? Higher?
        - are there any other params I should change at the same
                time?

I'll append messages about it below. TIA.

I believe the processes that want more threads are httpd daemons.
