locked system files

Hi,
        I have a problem with add new user to the system (True 64 4.0f).
When I run "adduser" - it writes next message:

                "The password and group files are currently locked
                by another user"

I have reboot my box, but it is the same.

Do you know how can I unlock "locked files"
