Too many users logged on already?

Hi there managers,
I've got a Digital AlphaServer 2100 running DU4.0. There are not many
users on the box to begin with, yet alone using the box at the same time.
Since yesterday however, every telnet attempt is aborted with the
following error message:

Too many users logged on already.
Try again later.
Connection closed by foreign host.

It seems that I need to clean up the corresponding file/log/something; but
I don't know where to start :-(

Any ideas?
