Thanks to Martin Moore for the definitive answer on this one, the executive
summary is that the Official Release is already done, and should show up on the
ftp server and web site in the next day or so.

The patch kit was released to the CSC's one week ago (3/2/00). Please note
that this is the official release, NOT a pre-release; it is exactly the same
bits that will appear on the public FTP server and web site. However, it
usually takes one week for the kit to appear on the public site, since it
has to go through a review process that is required for anything that we
put on a public site. Since the kit was released to the CSC's a week ago,
I'd expect it to show up on the public site today, in all likelihood.
If you have a software contract and can call the CSC for the kit, you're
really not gaining anything by waiting for it to appear on the public site.
We'll be happy to give you a copy of the official kit.
