Thanks to all for your help. The original post is at the end of this
message. To clarify, I was attempting a remote X session, logging in as
root but the session was being refused. The /etc/securettys file was
the key.
Thanks to Kevin Criss who suggested checking the
/var/adm/syslog.dated/current/auth.log file to determine the 'exact
form' of the display being denied remote access. In this case, the
display was of the form 'pc.full.domain:display#' (eg.
host1.my.domain:0). It was then a simple matter of adding this same
display entry to the /etc/securettys file.
Also thanks to Joerg Bruehe for the following suggestion:
1) Enter 'pc' as well as 'pc.full.domain' to prevent against different
granularity in address resolving.
2) Enter the IP address as well to prepare for non-working name lookup.

We're running Tru64 UNIX v4.0f (C2 security not installed) on an
AS4100. We're utilizing Exceed to remotely access the server, and
recently both workstations and server have moved to a new site, forcing
a change in IP addresses on both server and Exceed clients. The move
was successful with client and server functioning as expected.
However, any attempt to log in remotely via Exceed (as root) generates
the message "Root login refused on this terminal". The HOSTS and
SECURETTYS files have been updated appropriately (new IP addresses
verified appropriately, etc) but now I'm at a loss.
I've searched the archives and found a similar question from July 99 but
no summary. Any help is most appreciated.
