Thanks to Tom Reu for the clarification on the new, improved
dupatch utility. From his reply:

First I should apologize that this was not documented in
the present kit info. I will make sure it makes it into the next spin.
The change was made because a a lot of customers would patch
their system but not do the kernel build because they did
not examine the patch output closely enough or forget, or whatever. When
this
code went through field test it was very favorably accepted.
Secondly, by doing the "-root /" you are telling dupatch
that you are doing a alternate root installation, for example
for a dataless patch install. You don't want to do the kernel build
or reboot on the server in this situation so that's why
it works as it does.

To use dupatch without the kernel rebuild, you need to
set the -root option, for example:
./dupatch -install -kit . -name nedavis -note . -patch all -proceed -product all -root /
