Login problem: server not available or timed out

Hi Managers,

We are running 4.0D pk3 on AS1200/400, 128 RAM, Oracle 7.3.2. Linkworks
3.2.2

Problem is that users are experiencing difficulty logging in (via
Linkworks) primarily in the morning 9-10AM and intermittently for the whole
day. The error message reads 'server is not available or timed out'.
This just started last friday and is continuing to date. Help desk is
swamped with calls from users. I have looked at the processes running and
the cpu is idle >90% of the time with free memory available. I have
checked the ethernet card and it is working fine. Looked at
/var/adm/messages too with no problem. Users can ping the server and can
also do a traceroute but slow.

User network path is the following:

workstation -> router2 ->AS1200 ->router1 ->transitional ring ->router2 ->
workstation.

Our network people noticed that packets reach the server but nothing coming
out. After several tries, they receive acknowledgements from the server
and the user is connected.

Any ideas or suggestions is appreciated. Will summarize.
