Not enough units to load OSF-BASE?

We recently rebooted an Alphaserver 2100 that had been up for better than a
year. On reboot we got the error 'Not enough units to load OSF-BASE'. 'lmf
list for osf-base' shows it enabled but not active and no one but root can
log in (fortunately it's primarily a web server). I've tried deleting and
re-installing the osf-base licenses (one for each of the three CPUs) but
nothings helped. Any suggestions?
