Pinning a process to a processor

Is there any way in Tru64Unix (V4.0F) to pin a process to a specific
processor? We have a 4 processor ES40,
and I would like to keep one process running all the time on a specific
processor. Also, is there any way
to discourge the scheduler for scheduling other processes on the processor?
