Thanks to Allen Winter, Mitch Kulberg, Nikola Milutinovic, and
Dipl.-Phys. S. Richter for your replies. The answer seems to be that
there are several packages to monitor network traffic, but none to
actually filter it. The author of the IP Filter package said that he
would need the source code for Digital Unix's kernel to port to Digital
Unix.
Here are the monitoring packages that were pointed out to me:
* Ethereal

And, of course, tcpdump comes with Digital Unix.
