SUMMARY: ftp problem on v4.0f

My sincere thanks to all who responded. Your help was greatly appreciated.
  The suggestions were almost exactly the same from all who responded.
1. check /etc/inetd.conf to be sure that ftp wasn't commented out.
2. check /etc/services to be sure that ftp wasn't commented out
3. stop/restart inetd to force a reread of inetd.conf
4. do a netstat -a to determine if port 21 was in use
5. check /etc/shells to be sure the shell used was included
6. be sure that a hosts.deny file had not been created

   I had tried most of these suggestions to include checking the syslog for
errors (there weren't any) before contacting the list with the exceptions of
stopping/restarting inetd and checking the port.
    The problem turned out to be something amiss with the daemon. I finally
killed the pid for inetd and restarted it the second time and ftp began
working normally.
   Again, my sincere thanks to all who responded when my back was to the
wall. I look forward to returning the favor!
