Bob hit the nail squarely on the head with:

There is a file font.properties in the directory
$MOZILLA_HOME/java/classes/

The version Netscape supply is broken because it has Sun-specific fonts in
it. A much better one can be found in the Tru64 Java distribution; if you
have installed Java it will be somewhere like
/usr/opt/java122/jre/lib/font.properties
