Where does system shutdown start: 0 or 99?

Hi -

I can't seem to find the answer to this one (lookin' in all the wrong
places?).

I have the link to the oracle startup script in rc3.d as S99oracle. Now I
want to have a shutdown script for Oracle. I guess that goes in rc2.d and I
want it to be one of the first things shutdown -- do I name it K98oracle or
K001oracle? i.e. -- does the system shutdown start at 0 or 99 ? I know
that the startup starts at 0 and goes to 99, I've just received mixed
information about whether the shutdown starts at 0 and goes up or start at
99 and goes down.
