I/O Throttling/Smooth Sync

Hi everyone, has anyone used this? Also, is there any documentation on it?
Also the changes needed in both fstab, and sysconfigtab, there is a bit of
info on the latest patch pdf file, but I would like a bit more information,
for example the benefits.
