/etc/passwd fiel gone

Hi, all managers:
I have a problem with my DU4.0D (C2 security, using UFS)
In my system, it's running C2 security. Yesterday the file "/etc/passwd" was
accidently deleted by somebody. NOw I can get a passwd file from my backup.
But this backup passwd file was created a few months ago. And it's still
under BSD security level. That means the password field is still the
encrypted password not "*" which is under C2. How can I solve this problem?
