How to find System Saturation point (75% loaded) ?

How can one tell the saturation point of system?

If 0% cpu idle means no more processes can run concurrently, but
the system can still handle more load, what other value give
you if the system saturated?

I want to know if the system is 75% loaded max, using vmstat,
top, collect, or whatever...
