Response Time Issue!

We have been experiencing serious response issues with out Netscape web
server. I am trying to figure out if it's a network problem, hardware, or
software (fun!). We are running 4.0f, we have two network cards configured
with two different www addresses! I suspect either a router and/or
conflicting nic's...

Here are some results from a netstat -I tuo -s

The send failures and receive failures are a bit suspicious or what????
any tips to track the problem would be helpful.
