Default permissions on directory and files

Hej everybody

I have this questions about changening the default permissions on the
home directory. When i create a user the users homedirectory permissions
is drwx------ and i want to change the directorys permissions to
drwxr-xr-x as the default value.

I there anyone that knows how to doe that?

I am running Tru64 ver. 5.0A with C2 sercurity.
