Thanks to this great group for the responses, especially Cyndi Smith, Hasan
Atasoy,
Nikola Mlutinovic, and Ernest Gronblom who provided basic information below
(original problem at the bottom).

After trying everyone's suggestions to no avail, I finally had the user
replace the
printer cable which went between the dot-matrix printer and the HP JetDirect
and the
problem went away.

Cindi--
Stop the lpd:
      /sbin/init.d/lpd stop
Check to make sure all lpd processes are killed:
      /usr/bin/ps aux |/usr/bin/grep lpd
if any show up, kill them... (use kill -9, just to be sure)
Restart the lpd:
      /sbin/init.d/lpd start

Hasen --
you must not specify ip number in defining printers.
ip number must be matched with a name in the /etc/hosts file and
this name should be used in defining printer as rm.

Nikola --
It means, there's no one listening on LPD port on that IP address. If you
try "telnet 172.18.1.31 lpd" you should get something like connection
refused.
If that, on the other hand, doesn't belch, try restarting your lpd "lpc
restart lp38".

Ernest --
This generally means the printer is either jammed, out of paper/toner, or
other instance that will take it offline or the LPD daemon inside the
network
card on the printer is hung and needs to be reset.

Original Problem:
