questions on applying patches

I have production 4100 running DU 4.0D with patchkit #4. I have a
2100 that is the test environment and will be a mirror for the 4100.
I installed 4.0D and then applied patchkit #4. I picked all patches
and it bounced out LAT and ATM since those kits aren't installed.

When I do a 'setld -i' to a file and the sort and diff for each
machine there are a _lot_ of differences in what patches have been
applied. There are 43 more OSF patches on the 4100 than on the 2100,
including:

OSFPAT00009000425 installed Patch: DECthread Library Correction
(Library Patches)

which I think is causing an Oracle problem. What determines what
patches get applied? How can I apply the above patch by hand?
