M4 COmpile error

I am trying to create a new version of our sendmail.cf file using the
following syntax. I also have installed the latest version of m4, but keep
getting the following error.

#m4 -D_Configfile=hostname.m4 sendmail > sendmail.cf

m4::0 can't open file
