thanx to: larry clegg, marc woods, octave orgeron, and richard tame.

the concensus was that there probably isn't any relative order and to
try
the config either/both ways.

richard sent this handy snipit from some documentation he found:
"There are no specific rules stating that lower numbered banks must be
of
higher capacity, the initialization code will set the base address of
the
largest bank to the lowest address. The next higher capacity bank will
then
be mapped until all of physical memory is mapped. "
