bootable tape creation?

I have a TLZ10 tape device and is working as /dev/rmt0h with tar or cpio
command.
When I tried to create a bootable tape with btcreate command, it seems
/dev/rmt0h does work as the correct device driver?
the error message is "wrong device"

What is going on?
