Account Manager

Hello,
        I can not telnet into our UNIX system running 4.0D. From the UNIX
system I can not start Account Manager (I try to bring it up and nothing
happens). Any time I had a problem with account manager all I had to do was
delete /etc/AM_is_running. This file does not exist this time. Any
ideas???
