reboot on telnet request

We are installing a new system, we have a problem :

When telnetd is removed from /etc/inetd.conf, and
we try to telnet to 127.0.0.1, sytems reboots.

  uname -a :
  OSF1 macine V5.0 1094 alpha

  psrinfo -v
  EV6.7 (21264A)...

I have no idea what to look for...
