quota not getting enforced - UPDATE

UPDATE:
/etc/rc.config and kernel are configured for Quota

I am finding that quota is enforced in the server. Only on the clients
is not enforced. Do I have to mount the NFS disk with "rq" options on
client to enable quota? What change should I do then on linux and
solaris systems?
